Could you handle a dual role?

Following an internal re-structuring, our client, part of a significant global group, is seeking a Technical / Sourcing Manager. They are the largest manufacturer of fibreglass reinforced panels for transportation, recreational vehicles, construction and other markets.
Main Responsibilities
Develop new products, evaluate new test methods, evaluate new raw materials, and investigate the effect of processing factors.
Analyze complaint material and competitor’s products.
Assist with line trials.
Assist Process Engineering with trouble-shooting process problems.
Manage current supply base and develop low cost alternative sources of supply
Negotiate major cost and materials purchases with vendors for optimal pricing, quantities, quality, and delivery.
Place purchase and expedite deliveries as required.
Monitor and drive reduction in raw material inventories
Develop and Implement logistics strategies to lower shipping costs
Establish purchase control limits & ensure buyers work within these limits
Develop effective materials management systems to control materials usage and accountability throughout the manufacturing operation.
Work with production, marketing, sales, quality assurance, and product development departments to resolve or improve materials related issues.
Skills and Qualifications
Must be able to effectively perform all tasks required by both the Testing Lab Tech and R&D Lab Tech position.
Must be able to plan, organize, and carry out projects with minimal direction and supervision.
Experience with negotiating large quantity and long term contracts with vendors
Above average verbal and written communication skills are required.
Must understand and work with the basic principles of statistics and data analysis.
Data entry/programming and related previous experience would be helpful.
Ability to effectively communicate and interact with all levels of management in a team-oriented manner.
Must be proficient in the use of Microsoft Excel and Word.
Bachelors degree (Chemistry or Business preferred)
